Cpanel usually comes with hosting (depending on the host) and is provided with no costs. I would recommend checking out the source site (webhostingtalk.com) for more info. There are a ton of hosts that offer hosting at a reasonable rate.

If all you want is a File Manager use an FTP program like Filezilla or WS FTP (there are several others). If you need a full-featured control panel, get a different free webhost. I am in the process of trying a few, myself. At this point, my top two choices are listed below. I hope that is helpful.
